Rehabilitation
Effects of a disaster are usually long lasting and diversified and the needs of disaster victims may continue after the emergency relief phase. Much of their property and community facilities may be damaged during the disaster and that holds them back from returning to a normal life.
The Hong Kong Red Cross helps affected people to rebuild their communities after emergency phase by reconstructing homes, health and education facilities, water supply systems and so on, in order to assist them back to normal living as soon as possible.
In rehabilitation phase, awareness building is as important as construction quality to empower local communities with improved capacities against possible disasters in the future. Thus, disaster preparedness starts with rehabilitation and recovery as well.
