Selection

The Organizing Committee shall have the sole power to determine the mooting problem to be used in the Competition pursuant to Rule 1.
 
Distribution

The mooting problem will be distributed tentatively on 16th December 2011, unless otherwise updated by the Secretary/Assistant Secretary(ies) an alternative date, by posting on the website of the Hong Kong Red Cross at the following URL: http://www.redcross.org.hk/web/moot10/ 
Local competitions organized by the ICRC or other National Societies of the Red Cross/Red Crescent to determine eligibility to participate in this Competition can choose at their own discretion to adopt the same mooting problem or a different mooting problem.  

Facts

The facts in the dispute that constitutes the subject matter of the Competition are given in the mooting problem. No additional facts may be introduced into the mooting problem unless the Organizing Committee has a view that they are logical and necessary extension of the given facts.
 
Clarifications

Requests for clarification shall not be entertained unless the clarification would have material significance in the context of the mooting problem. In particular, teams should bear in mind that the mooting problem provides a limited set of facts. Teams should not use a request for clarification merely for convenience to obtain additional facts to those contained in the mooting problem.
Before making any request for clarification, a team must discuss the necessity for making such a request with the team coach or the contact person for their team under Rule Any request for clarification of the mooting problem shall be brought to the attention of the Secretary/Assistant Secretary(ies) via e-mail (to ihl@redcross.org.hk) by 5th January 20A request for clarification, if any, must include a brief explanation of the expected material significance pursuant to Rule 25.
The Organizing Committee shall have absolute discretion to determine whether it is necessary to respond to any request for clarification and to resolve such request in a manner in which it thinks fit. If the Organizing Committee deems it necessary to respond to a request for clarification, such clarification shall be distributed to all teams by 13th January 2012 using the same method for distribution as used for distribution of the mooting problem. Clarifications issued become part of the mooting problem.
 
Receipt of Problem and Clarifications

Any team that is unable to receive the mooting problem or any clarification in the manner distributed should notify the Secretary/Assistant Secretary(ies) immediately via e-mail (to ihl@redcross.org.hk), fax (at 852-2802-7359) or telephone (at 852-2802-0021), to arrange an alternative method of distribution.
