Interpretation of Rules

  1. The Organizing Committee shall have absolute discretion to resolve any question concerning the interpretation and application of these rules. If there is not sufficient time for the Organizing Committee to meet, the Organizing Committee Chairman shall have the discretion to resolve any such question.
