Situation Update

In 2023, due to the impact of typhoons "Doksuri" and "Khanun", several provinces in northern China, including Hebei, Beijing, Jilin, and Heilongjiang, experienced continuous heavy rainfall starting from the end of July, resulting in severe flooding. As of August, the floods had caused at least 76 deaths, with over 5 million individuals affected and more than 1 million people being urgently evacuated. The city of Xingtai in Hebei Province was inundated with an amount of rainfall equivalent to two years' worth in just two days, leading to widespread flooding and the swelling of rivers. In Jilin, continuous heavy rainfall caused significant inland flooding, submerging houses and farmland, leading to extensive forced displacement.

 

HKRC Action

As of August 2023, the Hong Kong Red Cross (HKRC) has been closely monitoring the flood situation in northern China. To provide immediate assistance, the HKRC has allocated RMB 400,000 to support the Red Cross Society of China Hebei Branch. This funding will be utilized for emergency food procurement and to offer food assistance to approximately 3,000 individuals affected by the floods.

In Jilin Province, which was also severely impacted by the flooding, the HKRC has deployed 1,700 pre-positioned family kits within the local area. These kits contain essential supplies and necessities, aiming to aid those affected by the floods in Jilin Province.

 

Red Cross Red Crescent Action

In response to the severe rainstorms and floods in northern and northeastern China in 2023, the Red Cross Society of China has mobilized over 90 emergency response teams for relief operation, assisting evacuation of more than 20,000 people. Epidemic prevention and disinfection measures were conducted, covering an area of over 4 million square meters. Additionally, 230,000 relief items and RMB 20 million were allocated to support the affected people in emergency and recovery phase.
