Integrated Recovery Plan 2.0
In response to the long-term impact caused by social unrest and COVID-19 to society, the Hong Kong Red Cross (HKRC) kickstarted the “Integrated Recovery Plan" in 2020. With an aim to achieve social recovery, we carried out a series of projects responding to the social needs of “Health”, “Self-sufficiency”, and “Social Cohesion”.
Two years have passed, and the pandemic is still lasting. The fifth wave of COVID-19 brought a new condition to the society in which we believed that it is important to further enhance the community's capacity in responding to and recovering from emergencies and crises which will possibly happen in the future. In view of this, the HKRC decided to launch the "Integrated Recovery Plan 2.0" in July 2022, to make Hong Kong a more resilient society.
Over the next two years, the HKRC will conduct diverse projects which target to have positive impact on “Health”, “Livelihood”, and “Social Cohesion & Connectedness” to five types of groups including – Elderly & People with disabilities, Low-income families, Children & Youth, Multi-cultural communities, and Community partners.
Mobile Service for Primary Health Promotion and Extended Services
The scheme commenced in July 2022, aims to provide outreach primary healthcare services in 18 districts by the health promotion truck. It is free for all general public to have basic health assessments and consultations.
Moreover, the scheme will also refer participants to other HKRC’s services for further assistance if they are identified as having the following needs:
- Caring for the Elderly Service (To support the elderly in the three aspects of safety, social and mental health)
- Home-based Chronic Disease Management Service for the Elderly (To raise elderly ability in chronic diseases self-management)
- Community Resilience Service (To assist in home improvement for the persons living in sub-standard accommodation)
As of 31 December 2022, Health Promotion Truck has visited 14 districts, reached 38,420 persons. Caring for the Elderly Service provided service to 148 elderly.
Y-Path to Humanity: Humanitarian Trainee 3.0 and Work Placement Scheme 2022
The third year's Humanitarian Trainee Scheme continues to provide 10 vacancies to fresh tertiary graduates. Unlike the previous two years which lasted half a year, this year the scheme is extended to a full year. During the 1-year traineeship, trainees will receive rotational job attachments in 2 different departments and have the opportunity to participate in large-scale projects. They can understand the agency and their own talents more. 10 Humanitarian Trainees of the year have now been on board and are scheduled to work from August 2022 to August 2023.
The second year of the Work Placement for Youth Scheme will be held in 2 phases, each phase offers 5 recent graduates of Form 6 secondary school students an 8-week long working and learning opportunities. We aimed that by job-tasting and training provided, participants could have more confidence in their strengths, and inspiration towards their career path and humanitarian service. The first phase has been carried out from October to December 2022, and 2 young people have been successfully recruited. The second phase will be launched in February 2023.
Enhancing the Mental Wellbeing of Youth through Community Capacity Building
In response to the enormous needs of youth mental health, this project aims to enhance the mental wellbeing of youth in Hong Kong with three capacity building activities for youth and youth workers in community. A 1-hour Introductory Psychological First Aid (PFA) online course will be established in “Activity 1 PFA E-learning Resources for Youth” that participants learn about the basic concepts of PFA and self-care tips. “Activity 2 Feel the Heart” organsie training for youth workers to raise their capacity in supporting the youth daily mental wellbeing need. Upon completion of the training, youth workers are eligible to become the “Feel the Heart Ambassador”. Personal counselling sessions will be offered to youth who are encountering psychological challenges in personal growth in “Activity 3 Shall We Talk: Youth to Talk”.
Actions and Voices 2.0
The scheme gathers the strengths of volunteers and members and lets them plan and implement services on their own with an aim to assist in community recovery and enhance community resilience by transforming ideas into actions and engage volunteers in different levels. As of January 31, 2023, 3 workshops were held for volunteers, allowing volunteers to equip themselves while participating in the service, and 6 proposal applications were approved.
“Savour Together” Food Voucher Scheme
The Scheme aims to help low-income families meet their immediate needs, at the same time enhance social cohesion and foster a greater sense of neighbourhood and mutual care. The scheme will provide food voucher to low-income families in Yuen Long District and Tuen Mun District, for about 200 persons in each district in each phase. The scheme will commence in May 2023.
